Copying identical files of the same date but different time in Windows

Question

Sometimes two files are identical, except for the the seconds in their dates, which differ for 3-5 sec. Is there a way to tell  Copywhiz  that if the difference of the dates is less than, say,  xx min (or sec), files are to be considered equal?

If there is even a little difference (of seconds or milli seconds)  Copywhiz  will not treat it as identical/equal.
