I have tried syncing  Notezilla  sticky notes to my phone numerous times after reinstalling Windows with an image and it never works. I can recover the notes in Windows and see them but if I sync with my phone the local notes are deleted. So, I try to recover my saved notes from a previous date and it starts all over. 

Conclusion - if I want to have access over several devices to my notes - I must start all over each time. Is it possible to convert old backups into new compatible notes for  Notezilla  after a Windows reinstall or are cloud backups possible?

You don't have to use local backups because your latest  Notezilla  sticky notes are on the cloud. If you sign in, you should get the latest notes. Local backups are only for accidental data loss where it is not possible to recover the latest notes from the latest local data file or cloud.
